Utility Billing Schedule and Late Payment Policy
Employees of the Public Works Department read utility meters around the 15th of each month. Utility bills are mailed on the last day of the month, with payment due by the 15th of the following month.
Example: Usage from October 15 through November 15 is billed on November 30 and payment is due by December 15.
A 10% late penalty will be applied to any unpaid balance beginning on the 16th of the month at 8:00 a.m.
Bills not paid by the 21st of the month will incur an additional $35.00 late fee. Water and sewer service will be disconnected without notice on the 21st of the month at 8:00 a.m. If the 21st falls on a weekend or holiday, disconnection will occur on the next business day.
Start Utility Service
To open a utility account, you must submit a new service application to initiate the process to have utility services connected at your new address. The City of Frostproof Utilities Department services include water, wastewater*, solid waste collection and storm water. (Please note that wastewater services or sewer services are not provided to all customers who live within the city limits, if you would like to verify if your address is connected to city sewer, please contact the Utility Department.)

- Security deposit of $190.00 (owner) is required & $340.00 (renter) for all residential accounts

Stop/Transfer Service
If you need to stop your current services or transfer them to another address, please submit a completed Stop Service form to the Utility Department at least 24 hours before the requested date. If you are transferring services you must complete a Stop Service form for the current service address and also submit a new utility service application, along will all required documentation and security deposit. If you have a security deposit on file with your current service address, this can be transferred to the new service address. ALL SEASONAL CUSTOMERS AND LANDLORDS WILL NEED TO FILL OUT THE STOP SERVICE FORM, AND A $25 CONNECTION FEE WILL BE APPLIED TO THE ACCOUNT FOR TURNING ON AND OFF YOUR WATER.

Ways to Pay Your Utilities Bill
In Person
Residents of Frostproof may pay their utility bill—which includes charges for water, wastewater, solid waste, and stormwater—in person at City Hall, 111 West 1st Street, Frostproof, or by using the drop box located on the east end of City Hall.
Online
The City of Frostproof offers a convenient, stress-free way to pay your utility bill online. Residents may register and make payments by visiting https://frostprooffl.payacp.com/home.
Online payments can be made using a credit or debit card for one-time payments, or by bank transfer for AutoPay. Please note that a 3% convenience fee applies to all online payments.
Automatic Bank Draft (ACH)
The City of Frostproof offers a free Automatic Bank Draft (ACH) service for utility payments. To enroll, customers must complete an ACH Authorization Form.
Once enrolled, the city will set up the service, and payments will be automatically drafted on the 15th of each month.
24/7 Phone Payment and Account Access
The City of Frostproof also offers a 24/7 automated phone service that allows customers to obtain account information or make a payment using a debit or credit card. Each utility account is assigned a Web ID, which can be found on the utility statement along with the phone number to call: 863-591-8250.
Please note that a convenience fee of 3% applies when using this service.
Solid Waste Collection
The City of Frostproof contracts with Trash Taxi, a Dundee-based service provider, for solid waste collection. Trash Taxi provides curbside removal of household garbage, yard debris, and bulk items. Currently, recycling services are not available.
Each residential utility account is provided with two trash bins. One additional bin may be purchased for $75.00. To request an additional bin, please contact the Utilities Department at 863-635-7855.
Dumpster service is available for commercial properties.
The city also hosts two annual clean-up events, held once in the spring and once in the fall, to assist residents with the disposal of larger items.
Solid Waste Collection Scheduling
Residential (Curbside Bins)
Residential trash pickup occurs every Friday. Please place bins at the curb no later than 6:00 a.m. on your scheduled collection day.
Commercial (Dumpsters)
Commercial dumpster service is provided as follows:
- Twice- weekly service: Monday and Thursday
- Once- weekly service: Thursday only
Yard Debris and Bulk Item Pickup
Yard debris and bulk item collection occurs every Monday and Friday. If a pile is too large or the truck reaches capacity, the items will be tagged and collected on the next scheduled route day.

Collection Expectations
- Bins must be placed in the public right-of-way and kept clear of low-hanging power lines.
- Dumpsters must have a minimum of 15 feet of clearance.
- Any garbage that does not fit inside the bin must be bagged and securely tied. Loose garbage will not be collected.
- Tree limbs must be cut into lengths of 4 feet or less.
- Loose leaves and grass must be bagged and secured.
Additional Costs for Excessive Use
Garbage rates are based on average household waste volumes. Situations such as cleaning out a vacant home, clearing a property following a code enforcement violation, or repeatedly disposing of bulk items may be considered excessive use of garbage services. Excessive use results in additional disposal trips, higher dump fees, and added labor time. As a result, additional charges may apply.
Possible fees include:
- House cleanout: $250
- Excessive yard debris: $150–$300
- Excessive bulk item pickups: $150–$300
- Contaminated pickup (ineligible items found in garbage): $150–$400
Every effort is made to notify the customer before pickup; however, this is not always possible. Customers are ultimately responsible for ensuring that only eligible materials are placed at the curb and for any additional costs incurred.
Items Ineligible for Pickup
The following items will not be collected:
- Vehicular batteries
- Engine oil
- Construction debris (including drywall, ceiling tiles, insulation, plumbing fixtures, PVC, concrete blocks, roofing materials, etc.)
- Paint and paint cans
- Refrigerators or other appliances containing freon
- Landscape timbers
Water
The City of Frostproof’s water supply comes from three local wells drilled into the Floridan Aquifer System. The most recent Water Quality Report, completed in 2024 by the Florida Department of Environmental Protection, is available online at [insert report hyperlink]. Lawn Watering Schedule
When water restrictions are not in place, the following lawn watering schedule must be observed:
Residential Lawn Irrigation
- Odd-numbered addresses: Wednesday and Saturday
Before 10:00 a.m. or after 4:00 p.m. - Even-numbered addresses: Thursday and Sunday
Before 10:00 a.m. or after 4:00 p.m.
Properties that use private wells for irrigation are still required to follow this watering schedule.
Allowed Watering Activities
Low-volume watering of plants and shrubs (including micro-irrigation systems, soaker hoses, and hand watering) is permitted any day and at any time.
Other Water Uses
There are no specific restrictions on fountains, car washing, or pressure washing. However, all water use should be conducted efficiently and responsibly. For example, hoses should be equipped with shutoff nozzles to comply with the general prohibition against wasteful water use.
New Lawns
On the day of installation, watering is allowed on any day of the week, at any time. Afterwards, new lawns and plants have a “30-30” establishment period:
- During the first 30 days, watering is allowed on any day during the allowable hours.
- During the second 30 days, watering is allowed three days per week: even-numbered addresses may water on Tuesday, Thursday and Sunday; odd-numbered addresses may water Monday, Wednesday and Saturday; and locations without a discernable address may water on Tuesday, Friday and Sunday.
Excessive Water Usage and Billing Adjustments
The average water consumption per person in the United States is approximately 70 gallons per day, so a typical two-person household might use 3,000–4,000 gallons per month. Normal usage includes drinking, cooking, bathing, toilets, household appliances, and brief outdoor hose use.
If your water bill shows a significant increase, consider these common causes before contacting the Utilities Department:
- Additional people in the home for an extended period, especially during holidays
- Leaving hoses or sprinklers on overnight
- Irrigation systems operating too frequently
- Filling a pool
- Recent construction that may have caused a broken pipe on your property or in your home
- Dripping faucets indoors or outdoors
- Toilets that run for extended periods
- Aging washing machines or water heaters
If you cannot identify the reason for the increased usage, please call the Utilities Department at 863-635-7850. A Work Order can be issued for Public Works to run a leak Indicator on your meter and generate a data log, which shows daily water use over the past 90 days. This helps determine whether the increase was a one-time event (e.g., pool filling) or ongoing (e.g., irrigation system, leak, faulty toilet flapper/value, etc.).
If no malfunction is found on the City’s side of the meter, the responsibility to locate and repair the issue rests with the customer.
Billing Adjustments
In some cases, an adjustment may be granted to help offset the cost of high-water usage. To qualify, customers must:
- Report the high usage within 60 days of the meter reading (taken on the 15th of each month)
- Identify the cause of the high usage
- Repair the problem causing excessive usage
- Provide documentation (photos, receipts, etc.) showing the issue has been resolved within 30 days of requesting a leak indicator or data log.
Adjustments are processed as follows:
- Initiated when a leak indicator and data log confirm a problem.
- Calculated within 60 days of receiving documentation to ensure the full high-usage period is accounted for.
- Credited to the relevant utility account.
During the adjustment process, a customer may be exempt from penalties and fees. Once the adjustment is complete, the remaining balance must be paid in full, or penalties and potential disconnection will apply.
** Please note that only one adjustment per calendar year is allowed. **
Irrigation Meters
Outdoor water use (lawn, pool, livestock) can increase your bill since sewer rates are nearly four times that of the water rates. To reduce this monthly cost, you may wish to have an irrigation meter installed.
- An irrigation meter tracks water only—no sewer charges—helping reduce costs.
- Separate from your household meter; Please note that the irrigation meter does not replace your household meter.
